There isn't really a sheet that depicts where patches should be sewn. I think I know what you're referring to - I've seen a diagram before also; but it's not gospel.
You're correct in that the only stipulation for officers is that they display the 10" patch on the back of a shirt, vest or jacket. Most Regions, Districts and Chapters will set their own preference for placement of patches on vests to keep it "uniform"; but it's not mandatory. Most people will place the 4" GWRRA Logo patch on the left front of their vest "over the heart" concept; but once again there's no rule.
It boils down to what you as a Chapter would like to do.
For the District Staff, I've tried to keep them uniform by placing the 4" GWRRA Griffin Logo patch on the upper left, the Region N patch on the upper right, the Rider Ed levels patch on the lower left and then any instructor patches (LTD or Rider Ed) on the lower left.
The question that I'm getting most often from people is where to place the District patch - basically that's up to them. I'm still debating on the placement for the District Staff and should have it decided by the time we receive the patches back from the manufacturer.
I'm pretty sure that this wasn't the definitive answer you were looking for; but it really boils down to what your Chapter would like to do.
